Frameworks such as Symphony, but also Code Igniter, Kohana, and CakePhp, make it easy to build applications, but to integrate multiple applications in one single site. This is what CMS systems such as Joomla and Drupal do. They act as some kind of web operating system, that integrates (even visually) components written by different developers. The frameworks cannot offer that. No matter how good the framework is, it cannot defeat the integration bonus offered by the CMS systems. In terms of Joomla versus Drupal, it is easier to make Joomla more powerful, than making Drupal less confusing or make the Drupal learning curve less steep.
